Higher Education Enhancement Project Fund

(HEEPF)

The fund was set up according to a loan agreement signed by Egypt and the IBRD in order to support and finance projects highly prioritized in the strategic plan of the Higher Education Enhancement Project

The overview objective of the fund through three financial sources as follows:

How to benefit from the project?

The HEEPF  announces five times the reception of  project proposals for finance as follows:

Quality and Accreditation Assurance Project

Project Mission

"Develop integrated systems for internal monitoring of quality; assure local and international quality and accreditation in order to empower the higher education institutions which desire to achieve educational, research and service performance levels, which keep abreast of local, regional and international standards; and apply appropriate technology and mechanisms to form distinguished cadres and potentials able to continuously operate these systems, thus buttressing and preserving the competitive edge of educational institutions; developing their concepts for all strata of society, particularly their capability of keeping human capital of society and building up its scientific base on contemporary bases on order to the supreme goals of Egypt."

Major Project Activities :

-         Awareness campaign.

-         Establishing national entity for quality assurance & accreditation.

-         Self-leadership studies.

-         Developing new projects in different sectors.

-         Designing national standards and comparative standard criteria.

-         Building institutional capability.

-         Cooperating with international institutions for quality assurance and accreditation.

1- Awareness campaign:

-         Setting policies & plans of awareness campaign.

-         Specifying targeted sectors in awareness campaign.

-         Designing Internet websites and devising a media  plan for awareness.

-         Designing messages for targeted sectors.

-         Designing publications, as well as designing and preparing material presentations.

-         Preparing periodical articles in newspapers.

-         Determining appropriate means of communication with targeted sectors.

-         Designing indicators of monitoring and evaluation.

-         Following up and getting  feedback.

-         Analyzing feedback & writing reports.

-         Taking rectifying measures.

2- Establishing national entity for quality assurance & accreditation:

-         Getting approval on political level.

-         Designing a tentative working paper for national entity.

-         Conducting feasibility study of the national entity project.

-         Evaluating feasibility study.

-         Taking the required legislative procedures.

-         Proposing board members of the national entity.

-         Trusting board members with responsibilities.

3- Self – Studies :

-         Reviewing and discussing final reports on self-leadership studies.

-         Coming up with national standards for self-study.

-         Selecting local and foreign consultants to carry out required training.

-         Preparing scientific material and policies adopted required for the work of trainers and raters.

-         Conducting symposiums and workshops for reviewers and  raters.

-         Selecting board members for evaluation and rating.

-         Considering evaluation reports.

-         Distributing evaluation results to all higher education institutions.

-         Holding a public conference.

-         Maintaining standards specified for the six chosen faculties.

-         Collecting final reports on guiding self-studies of the six chosen faculties.

4- Developing new projects in sectors and universities:

-         Helping faculties to approach the fund to conduct new self-studies; quality assurance projects; or local standards for different sectors.

-         Choosing faculties & new sectors which will propose projects.

-         Approving the new proposed projects.

-         Following up the executive plan of new projects.

-         Evaluating & reviewing new projects.

-         Writing reports on new projects.

-         Setting up information network, depending on all projects proposed by faculties & sectors.

5-   Designing national standardized comparative standards:

-         Collecting and reviewing international standards of quality assurance & accreditation in varied sectors & institutions.

-         Contacting targeted sectors to help them design national standards to assure quality in accordance with international standards.

-         Proposal and accreditation of the national committee for managing the project of performance evaluation and quality assurance of the national standards of all sectors.

-         Specifying standardized and comparative standards on international level.

-         Helping in designing standardized and comparative standards on local level to assure quality & accreditations of higher education.

-         Making national standardized and comparative standards available for society & targeted sectors.

6- Building institutional capability:

-         Assisting faculties & sectors to approach the fund with new projects.

-         Choosing universities & faculties participating in the project.

-         Holding training courses and workshops for those participating in the project.

-         Reviewing and evaluating projects.

-         Building human capability required for the continuity of quality assurance & accreditation project.

-         Modernizing infrastructure of universities and faculties in the field of quality assurance and accreditation.

-         Choosing universities & faculties participating in the project.

 

7-      Cooperating with international institutions for quality assurance and accreditation:

-         Preparing policy and plans of cooperation & international relations.

-         Specifying objectives of cooperation and international relations.

-         Specifying international institutions for quality assurance & accreditation.

-         Cutting agreements with targeted institutions.

-         Specifying the types of participation in international conferences for quality assurance & accreditation.

-         Following up & evaluating results and specifying benefits of these conferences on national level.

How can universities deal with the project?

The project implements five sub-projects, which can be exploited as follows:

1- Developing strategic plan for quality assurance.

The project finances universities which submit proposals of projects to develop their strategic plan to assure quality. The project lasts 4 – 6 months with finance amounting to £.E. 15,000.

Quality Assurance and Accreditation Project (QAAP) will organize a 2-day workshop to train university teams in how to devise a strategic plan. The program will organize and finance meetings intended to review the proposed strategic plan before it is submitted and approved.

 

2-      Establishing Permanent Quality Assurance and Accreditation Centre (QAAC) in Egyptian Universities:

The project finances universities, which submit proposed project to finance the establishment of Quality Assurance & Accreditation Centre (QAAC). The project lasts for 12 months with finance, amounting to £.E 200,000. Of this sum, not more than 50% is allocated to devices and equipment. Besides, not less than 30% is allocated to training; awareness campaigns; publishing and distributing information and results. Operation expenses, including the cost of the team managing the centre, must not exceed 10%. Moreover, 10% must be allocated for the university.

3-      Setting Up Internal Quality Assurance and Accreditation           System (IQAS):

The project finances universities and faculties, which submit a proposed project for the establishment of an internal quality assurance and accreditation system (IQAS). The project tastes for 18 months with finance, amounting to £.E 500,000 for four faculties at least, which are approved by the sector committee, affiliated to the Supreme Council of Universities. In all cases, the applications must be approved by the Higher University Administration as well as the full coordination with Quality Assurance and Accreditation Centre at the university.

The anticipated output of the project includes: an annual report on quality assurance and accreditation for the faculty; a report on training during the project duration, and a permanent mechanism for contact and distribution of results among the faculties participating in the project.

4-      Development of Academic Reference Standards:

The project finances sector committees, affiliated to the Supreme Council of Universities when they submit a proposed project to develop the academic reference levels of the sector. The project lasts 6-12 months with a finance, amounting to £.E 150,000.

The project is expected to present the initial draft of the proposed academic standards; documents of standards or applicable national academic standards; and execution plan.

5-      Development Engagement Projects:

 The project finances the projects of faculties according to the recommendations mentioned in self-study reports, which are executed with the objective of achieving the required level to apply for accreditation. The project lasts 12-18 months with a finance, amounting to £.E. 150,000 for (small project), and £.E. 500,000 for (big project), provided that universities participation in finance should not be less than 40% of the required value. The project provides training for trainers (TOT). The proposed project is anticipated to present and application for accreditation.

Evaluation of Project Proposals:

The same methods and phases, previously mentioned in the projects submitted to the Higher Education Enhancement Project Fund (HEEPF) are followed in evaluating proposed projects.
