Unit of Projects Management

 

The Supreme Council of Universities assured the necessity of establishing an unchangeable structure within the organizational structure of the Egyptian universities to manage the development projects in the university and its different units within the frame of the development plan approved by the university. The plan of developing higher education assures the necessity of qualifying those units and elevating their organizational and administrative skills to acquire the ability to manage and carry out the projects funded by foreign institutions.

The Supreme Council of Universities recommends that each university should create executive units of excellence within the organizational structure of the university. These units take the responsibility of carrying out their development projects and are provided with an adequate number of skilful, professional, and technical personnels with high experience. They should have suitable and well-equipped places assigned by the university and must include some specific project coordinators in addition to the executive manager according to the needs of the university and its development plan. Such structure is responsible and has a full coordinative and executive authority with the unit of project management in the Ministry of Higher Education. The PMU director is considered the link with the unit of the project management in the ministry concerning executing all development projects inside and outside the university.

-         The minimum number of team members in the project management unit in the Egyptian universities consists of:

-         PMU Director.

-         Financial Officer.

-         Procurement Officer.

-         Technology IT information.

-         Executive Secretary.

As for larger project units, they can benefit by using a coordinator for each project, or else, they can form a board to help in work.

The tasks of development unit in the university can be briefed as follows:

-          University representative in the development projects management unit in the ministry and the available funding sources.

-         Acquainting the academic community in the university with the available funding sources and their conditions.

-         Coordinating the presented projects to achieve participation and to avoid repetition.

-         Directing and helping in the process of presenting unique and competent projects.  

-         Following up the projects’ development during the phases of funding and executing and evaluating such projects.
